Governance and operations
We can build agents, but we lack control of operations and governance
You can build agents in Copilot Studio, but you lack structure around environments, solutions, access, publishing, and operations. That is the difference between being able to build a demo and being able to run AI agents as a controlled part of your IT landscape.
Does this sound familiar?
Agents sit in several personal environments. Nobody knows exactly who has access to what, and the most-used agent was built by an employee who is about to change department. There is no test environment, so changes are made directly in what users work in.
IT wants control before more agents are published. The business wants speed. Neither side has a shared picture of how development, test, and production should fit together in Power Platform.
Governance sounds heavy, but in practice it comes down to a few decisions made once: A structure for environments and solutions, roles and access, and a fixed path from development to production.

What Power Platform governance work can include
We advise and set things up together with you. This is concrete work in your tenant, not a standard package.
Structure, roles, and operations
- Reviewing the existing Power Platform setup, or establishing governance from scratch.
- A structure for environments (development, test, production) and solutions, so solutions can be moved in a controlled way.
- Roles and access: Who may build, who may publish, and who may see data.
- Principles for development, test, and production, including how changes are approved.
- Publishing Copilot Studio agents to Teams, Microsoft 365 Copilot, or the web.
- The interplay between Copilot Studio and Power Automate when the agent has to take actions.
- Guidance on current technical limitations in the platform and sensible workarounds.
When governance has to be built from scratch
Many organisations have a tenant where nobody has made the decisions yet. So that is where we start.
See what it includes
- Mapping existing environments, agents, and flows, and who owns them.
- A recommended minimum for structure, roles, and approvals that you can grow from.
- Moving the most important solutions into solutions and the new structure.
- Documentation your own administrators can work from.
How we have helped others
Governance work is handled by specialists in our network who work in Power Platform every day. The examples are anonymised.
-
Governance established from scratch around Copilot Studio
A structure for environments, solutions, and roles set up as the organisation prepared to publish its first agents, so development, test, and production were separated from the start.
-
Review of an existing Power Platform setup
Mapping environments, owners, and access, recommendations for a sustainable structure, and a plan for moving the most important solutions into solutions.
-
Publishing and the interplay with Power Automate
Guidance on publishing Copilot Studio agents in a controlled way and on how they call Power Automate flows when they need to act in other systems.
Price and format
Governance is specialist work in your tenant. The usual format is a workshop day at your site with a specialist from our network, where the structure is decided and the first part is set up, followed by an hour package so you can call on the specialist when the next question comes up. All dialogue and onboarding go through us.
Recommended: With an approved specialist

Frequently asked questions
We have no Power Platform administrator. Can we still get this under control?
Yes. We help you make the decisions and set up the structure, and we document it so whoever takes on the responsibility can carry on. You do not need a full-time administrator behind it.
What is the minimum we need in place?
Separate environments for development and production, solutions packaged as solutions, and clear roles for who may publish. That is the minimum that lets an agent be changed without affecting users.
How do Copilot Studio and Power Automate fit together?
Copilot Studio is the agent's conversation and decision layer. When the agent needs to do something in another system, it typically calls a Power Automate flow. Governance for the two therefore has to be aligned, both for access and for moving between environments.
Are there things the platform cannot do yet?
Yes, and they change all the time. Part of the guidance is knowing the current limitations and finding workarounds that do not cause problems later.
